Citygate is currently conducting a comprehensive Standards of Cover study and Community Risk Assessment in partnership with the leadership team, firefighters, administrative personnel, and elected and appointed officials of the City of Hayward and its Fire Department. Citygate’s comprehensive analysis will provide the City with a robust evaluation of existing practices in relation to community risk factors to forge a new understanding of appropriate service levels. Citygate will also work in collaboration with Department staff to define necessary staffing levels and provide the Department with insight regarding increased emergency management preparedness, including for persons experiencing homelessness within the population.
