Citygate conducted an organizational analysis, Community Risk Assessment, and Standards of Cover Study, and developed a Five-Year Strategic Plan for the City of Palm Springs Fire Department. For this study, Citygate enlisted significant involvement from the City’s partners, including the Agua Caliente Band of Cahuilla Indians. Citygate’s work included a community risk assessment of Palm Springs with a 5- to 10-year projection; evaluation of existing aircraft rescue and firefighting operations in Palm Springs; response time analysis for both fire and EMS calls under City and County coverage models; and a determination regarding the optimal locations for fire stations. Citygate evaluated the fee schedule for service and cost recovery as well as the existing deployment model to identify areas for improvement to provide recommendations for optimizing resource allocation and operational efficiency. After a Final Report covering the analysis and assessment elements of the engagement, Citygate led the Department in a strategic planning process as a secondary phase of the engagement to produce a Five-Year Strategic Plan.
