Citygate provided the City of San Mateo, CA Police Department with strategic planning services to facilitate the development of a 2026–2031 Strategic Plan—in coordination with a workshop being facilitated for the Department through the California Commission on Peace Officer Standards and Training (POST). Citygate’s methodology for this engagement included six workshops to lead the Department through the strategic planning process, culminating in a final Strategic Plan document that provides the Department with an ongoing tool that can be updated and adapted in view of future developments and emerging needs.

Citygate conducted a comprehensive Staffing Assessment and Organizational Analysis of the San Mateo Police Department. This engagement served to both analyze current capabilities and project future needs for the Department, with actionable recommendations and strategies provided for implementation over the next 10 years based on growth and development in the City. In forecasting the appropriate measures to sustain adequate staffing levels, Citygate’s assessment classified both immediate needs and future milestones, identifying priorities, costs associated with implementation, potential alternatives, and the consequences of inaction.

Citygate conducted a Standards of Coverage planning analysis for the City of San Mateo Fire Department, which included fire station and company deployment. Existing deployment systems of the various stations were reviewed and assessed.
