Scope of work: A standards of response cover analysis and community risk assessment for the Kern County Fire Department. After review of the Department’s service area, including boundaries, authority, key demographic and socioeconomic indicators, projected growth, values at risk, and existing risk mitigation programs, Citygate’s deployment analysis will include an assessment of the current deployment system’s ability to protect the assets at risk. Citygate will identify areas that are underserved, inefficiently served, or over-covered by the Department, with recommendations provided related to revised performance objectives consistent with recognized industry best practices, community expectations, and current and future Department resources.

Citygate conducted an independent performance audit of Kern County’s Animal Services Division. The study included all major program areas of the Division, including administration, shelter operations, field operations, and community/public relations. Citygate also utilized an employee survey, a customer/citizen survey, and community meetings. It concluded with an extensive report of findings, the analysis performed, and numerous recommendations for improving the Division. Citygate presented the report to the Board of Supervisors, along with an action plan for the implementation of the recommendations.
